Second of all, how do I copy/pasta stuff from other stuff, like a soldier from one of the armies on the forum or something like that.

You have to make your own army first.

Declare means that player is going to take a turn. That way, people don't try and take conflicting turns at the same time.
You don't declare as you put in your turn; you declare early in when you start making your turn to make sure nothing changes by the time you post your turn.
Please learn how to play picture wars before attempting to.
