I believe it was born on the Bay12 forum, which is where they appear to be strongest.

Yeah, that's pretty likely... Time for a little bit of research, methinks.
EDIT - Looked into the Bay12 forums, including some of the oldest posts, but none of them look like an original RtD thread. Found that someone from another forum borrowed a ruleset from one 'Sean Mirrsen' of Bay12, and looked him up. Veteran with 1000-something posts, but even HE didn't seem to have created the original RtD. He did make Multiworld Madness, though, something that even I have heard of, and I'm not an old-timer.
Still can't find him... the true maker still escapes my searches.
Original rules are accredited to a user named "Mouse" as I recall.

Yeah, I already searched him on Picture Wars forums, since that's where Torrent said he was from when he originally posted RtD: Blue.

But strangely enough, I couldn't find anything simply titled "Roll to Dodge". I found one called "Roll to Dodge: The Sequel: The Movie: The Game: Part 2: Electric Boogaloo". Could be that this was the original thread and he just renamed the title to be funny, or that one is really a SECOND game. It's possible, but I somehow doubt that Mouse was the first one to have ever come up with the game.... It just didn't seem like he has just come up with the idea; in that thread, it was more like he was quoting rules that he knew worked quite well already.
EDIT - Just saw that this RtD 2: Electric Boogaloo nonsense was started in 2012. Cannot possibly be original RtD.
I will not be satisfied until I can give definitive credit to someone for making RtD. The search goes on.

Conditions:
Blood - Lowers all rolls depending on severity of blood loss. If you run out of blood, you're dead. Blood is regained slowly over time. Stamina - You can get tired from using too many physical actions. Mana - You can run out of mana. No more casting once that happens.
Dazed - Lowers all rolls. Diminishes by 1 every roll. Bruising - Lowers all rolls for physical actions. Diminishes by 0.2 every roll. Cut/Puncture - Lowers all rolls for physical actions. Diminishes by 0.1 every roll. Certain levels of this debuff will lead to blood loss per turn. Broken (bone) - You can't use the limb normally. Does not heal within game-time on its own.
A d10 will be used. My d10 is labelled 0 through 9 though. In order to fail an action where your stats are not challenged against an enemy and you aren't performing some inane feat like lifting a mountain, you must roll a negative value. That means as long as you don't have any negative status conditions, you don't have to worry about tripping while taking a simple walk and breaking your skull against a rock.
If you noticed, you can no longer store items in hyperspace, you have to have an actual backpack or pockets or something. Storage is (somewhat arbitrarily) based off of the item's size rather than weight or limited to a hard item-count. Weight of items and your Strength stat will determine how many items you can carry without any negative effects. You can over-encumber yourself, and your Speed stat will lower.
Abilities and Skills differ in that Skills would be like a special punching technique, while Ability would be something like Telekinesis. Passive is for Passive skills, they trigger, you know, passively.
Stats are buffs to your roll, and are added depending on your action. Characters with higher Speed will take action before characters with lower Speed. Strength is how physically strong you are, of course. Arcane is how potent magic skills are, and Will negates debilitating debuff effects to a limited degree (if you have Bruising that reduces physical movement by 3 and you have a Will of 2, the Bruising modifier will become 1).
For debuffs, minor ones will weaken over time and eventually vanish if left alone.
Of course, this is all WIP, so feel free to tell me what you think. After a few more kinks are hammered straight, I'll boot up Experimental with these new rules for a test run.

Heh, Cave - that experimental thingy-majiggy you got goin' on there looks exactly like the plans I've been creating and recreating for the past few months.
Take my advice - make it as un-complicated as possible. First plan I had was pretty basic, then I decided that I wanted to go further into detail... which was a mistake. I spent a month making an overly complicated system (complicated to the point where I would be making 10-15 different rolls in a round of combat PER CHARACTER) before I realized that it would take me at least 3 hours just to write up a single round.
I'm simplifying it now, and when I look at it, it's STILL pretty complicated.
Also, I'll come up with an action. Gimme a few minutes.
