i was looking through minor mod dump and came across a mod that reminded me of The Flood from The Halo series. i was wondering if a mod of that kind already exstisted or someone would be interseted in making it with a little of my help.

Maybe you should take up lua and code this.
It honestly wouldn't be hard.

Just review the base files for code and actor/weapon code.
Copy pasta with alteration would probally work.
