Since I know absolutely nothing about glows, could someone make a gun that shoots rounds that have a negative glow?
Preferably I was hoping a small assault-rifle like weapons that shoots out small globs of these.
Gun sprites aren't needed as I was planning on spriting the plasma gun from Doom 3 to use with this

While I know you're trying to be helpful, these kinds of posts aren't. Please don't continue to post anything that isn't helpful or useful in some way. -Duh

Negative glows don't require Lua, you just need to put the GlowStrength to -1 or something other than 0 - 1.

On a slightly related note, is there something wrong with windows 7 version of mspaint? I've tried converting my sprite into the palette and it comes up with a white background.

Yeah. Windows 7 paint generally fails at paletting. Watch this post. I'll link you to a download for old paint.
