When i open CC it says:

Just copy what? Ummm look Braniac i cant just reinstall it becaue of my stuff i have coded on their and thats too many mods to move my computer will crash.

you don't call smart people brainiac, brainiac.
Just uninstall and select the feature called "keep all mods" and then install again

Install CC ANYWHERE you want, and copy over that version's Settings.ini. Problem solved. Also, make a copy of it after.

all im ever do is where it says inpu in the .ini at line 185 i just make it InputMapping.

Nope got it fixed by myself and ill call whomever i want a brainiac because its not much of an insult. All i did was copy settings from my Backup CC into this one so its fixed.

WHAT THE ****? why solutions? why re-instal? just copy the settings.ini and use it when necessary

We assume you only have CC installed once, therefore we tell you to install it again and copy the file and then make backups of it.
