So...

You start with say.. 200oz, You can't get any less than that, so you would have to kill enemies to get money.

.The weapons you pick up from the enemies gives you money as well. (Ouch is this a cringe I sense?)
.1 enemy = 20oz? (Varies on difficulty?)
.Depending on how many kills you get in the same life, the amount you get from enemies is increased. (Hell yeah)
.You can only buy vanilla items. (Stops things like nukes)(Cheating)(making things free)

Please. Someone make this, it would be awesome.

Adding the restraints is sort of unnecessary. Anyone that is going to follow them will follow them regardless and anyone that doesn't want to will either disable them or dislike the mod.

But yeah this really would be quite cool.

As has previously been discussed, figuring out whose kill is whose is somewhat of a problem, and might not be possible. Disabling buying is also quite a problem, as would be determining vanilla status. The best solution I can think of is have a completely separate buying system with items identical to vanilla items and delete anything else on the field. That would be pretty laggy though.

A total conversion could possibly make it possible though.

It would still be fairly easy to make money cheats though. And even if you delete everything that comes down or otherwise send it back up immediately you will still have workarounds possible.

But if you do anything like that then you don't download it in the first place would ya?

Which is the point I made initially. We are discussing assuming that comprehensive protection is worthwhile.
