I don't wanna buy a money generator, or a money cheat. I wanna change the starting funds for all missions. What is the variable in lua to set the starting funds?

Uh anywhere at all?

So long as you don't put it inside a conditional statement you're a-ok. You probably want it in the create event as well, unless you quite literally want INFINITE money.

create event is only for lua attachments, I'm talking about editing the lua code.

"function ZombieDefense:StartActivity()" is the same damn thing as a create event because it IS a create event.
