This computer has no sound card, or drivers, so I belive that is whats causing this not to load, the same copy works on other computer, CC is in the desktop, and the sound file exists, i tried getting rid of the sounds.ini file but that did not help, i belive this is a hardcoded sound, is there a way to shut it off?

You need sound drivers installed or the game just flat out won't work.
