I'm having a similar issue, except the sound only pops at the menu. In game, most of the audio is either slowed down or distorted.

Hi, my audio's been cracking and popping a LOT, every second pretty much, and it's driving me insane. My audio drivers are up to date, so I don't know what the problem is. I can hear it through my headphones and speakers. |

No, just Cortex Command, or if I turn the volume up waaay high. |

What about if you try to decrease the ingame music and sounds and increase the overall computer volume? |

Lowering the sound volume works, but for some reason, it resets itself every time I start the game again. |

mm..Does this also happen if you try changing it directly on settings.ini? |
