Most of the time when that error occurs, you don't have an Activities file loaded.

What Joe means is that inside your base content, CC can't find a file to use to choose who attacks you. This could be cause by ♥♥♥♥ around with your activites, ♥♥♥♥ around with the mod manager, ♥♥♥♥ around with mods, and general ♥♥♥♥ around.

The solution, as you have noticed, is to reinstall your base content.
