Im sorry i need help, but CC always skips about every 3 seconds, but inbetween those 3 secons it isnt laggy at all. What do i do?

Well it went all weird and fast frame rate, didnt like it, and it still skipped every once in a while.  . Oh and by the way It didn't do this with b22, or and other build, only B23 does that for some reason
