When i recently went to play Cortex Command, the game would not run and my internet was off, So is the internet being off the cause?

No, your game is probably broken. Try uninstalling and reinstalling.

Also, the only time you need internet is when you register, and I assume you have registered.

I had registered, and I will try to uninstall and reinstall to see what happens.
