 Changing things(Activities, Index) in Vista

Post Changing things(Activities, Index) in Vista
For some reason when ever I try to change my activities.ini or my index.ini or pretty much anything, it gives me this error:

"Cannot create the C:/Program Files/Datarealms/Cortex Command/Base.rte/Index(or activities).ini file.

Make sure path and file name are correct
"

I'm guessing this has to do something with the fact that I have Vista, just a guess. Anyways, some help would be appreciated.

Uninstall Cortex Command and re-install it anywhere except Program Files. This is a common issue with Vista. Back up your mods!

Also make sure nothing is read-only.
