Yes. Running home premium, no RAM or display issues(well there are a few pixels cut off at the right of the screen).

To prove you aren't crazy, I've tried all these solutions as well to no avail. I also have Windowss 7 64-bit, which I' thinking must be the problem.

Windows 7 Ultimate, 64 bit. I had this problem, but, uh, I basically just went into the account settings and changed everything I could to "allow it to do this".
I have to put in my administrator password each time I run it, but it's capable of running, even from inside Program Files. I can look up the exact settings it has a bit later (wrong computer right now)

I completely disable it for me, and leave my guest account totally useless (when activated) in terms of almost everything.

It was COMDO's Defense+ being a ♥♥♥♥♥. Turned it off, restarted, CC worked.
