In order to enjoy the full modable capability of the game, you must do things a little differently than a Windows user:

1. Navigate to the folder you installed Cortex Command to (typically the Applications folder).
2. Right click the Cortex Command icon and select Show Package Contents.
3. Paste the mod files in resources in the newly opened folder.

And then you are done! Success!
