Yea so what happened to it. I think it works. URLI think it should now.

You hotlinked it wrong.
But, to answer your question, I am pretty sure the database no longer exists. You'll get a database error trying to access the mod tables or something.
That and it was sort of a first time experiment for Thor and myself at something big.
It sucked. Nobody used it. The design I used was retarded, trying to stray from garrysmod.org's and feel more industrial, that was a stupid attempt. The content layout ended up looking like ♥♥♥♥ in the end. So, nobody used it.
I've created a newer version of it using ruby on rails, it's currently hosted locally as I'm working on it. It'd be much more scalable and quicker than the previous moddb. The layout is a thousand times better. Trying to mimic the gmod.org design in look and then change the content layout was stupid. Completely new design that looks more industrial and information oriented. All information displayed will be fetched through a combination of AJAX and ruby, allowing for quick intuitive display. The main issue though is securing a host that permits a ruby on rails configuration(almost all of them do but I am not setting my current fileserver up to use RoR that'd just be a pain, it'd be better to have it on some other location I am not going to pay for or need for other things)
but yeah I don't think anyone makes mods for CC any more so w.e
