Yeah you don't even have to be tech savvy, just ask someone outside the states to look up the IP for the site you wanna go to.

The major fear is that "piracy-suspected site" is going to include a lot more than sites suspected of piracy. This is America's major media companies we're talking about, they've been able to get Google to take down a lot more "copyright infringing content" than they own the copyrights to.

Any sites that are illegally distributing anything copyrighted can be blocked under this act. That includes software, music, videos, and plenty more. In fact, if a site even links to a site associated with piracy, it can be blocked (as I understand it, anyway. Feel free to correct me on that).
The major concern here isn't really with smaller sites like DRL - I highly doubt large companies would waste their time unless they thought there was a significant issue of piracy here. If the act passes, though, it will definitely be used to push Google, Facebook, Twitter and other large web-based companies to change their policies and censor their content. They may choose to only do so in the US, or they may choose to do it worldwide. For anybody outside of the US, that's the main concern.

Under SOPA, yes. I think the sister bill, Protect-IP, has that section removed.
