Even if there is another MGS, Raiden wont be the star. Didn't you watch the end cutscene? Raiden has a family now. Yes I'd say MGS4 did a very good job of wrapping everything up. No loose ends. If there is another Metal Gear then it'll probably be a completely different story with different characters.

Metal Gear Solid 1 remains one of the best games ever made, I don't understand why snake looks so old in MGS4, was it REALLY necessary.
I don't thing they should have made MGS2 or 3, not that I've played them, but all the badguys dies or had their arm cut off.

Snake is old because that's how he was made. Snake is a clone of Big Boss. The rapid aging and inability to reproduce is a safety measure. So Big Boss' DNA doesn't fall into the wrong hands. He was made this way to prevent the enemy from making an army of Solid Snakes.
Without 2 or 3 then the story would have an UBER hole in it. 2 and 3 play VERY important parts in the MGS universe. Without them there would be no 4. Portable Ops is pretty important for the story line too.
In answer to your question. YES it was REALLY necessary.
