Another partition you have to split the HDD but with wubi it installs into a folder on whatever harddrive you wish, you plug that hard drive into another computer and you can dual boot at start up.

nope not virtual box, have you ever dual booted? i may be mistaking you for a generally intellectual person.

well in words you understand:
it creates another OS on the Hard drive of you choice, allowing you to boot from it. but as you boot into windows if you run WUBI again it gives you the option to uninstall it at the click of a button.

its a complete different OS that installs inside windows, but runs on its own

Sounds like a glorified virtual box to me.
