The link I recieved upon being "accepted" by Shanlot, from Shanlot, was to a joomla site.

Re: The Cortex Command Mod Repository Plan was to help ol Shanlot with his Joomla deployment, but in an hour or so's worth of free time, I managed to crank out a functioning archiver app.
Status as of this moment:
User registration complete
Files can be uploaded.
Uploading restricted to registered users
Files are restricted to RAR and ZIP
Images can be uploaded along side mod files.
Images are restricted by file size and dimensions
Mods can be tagged.
Tags are bad-word-filtered.
Mods can be downloaded (but there is no navigation).
Downloads are counted.
As of this writing, I'm working on comments.
I think CherryT and I kind of subordinated this thread for our effort.
but to answer the question, this app is being made from scratch.

Obviously it won't be a direct copy, but the proportions are approximate.
