So the .rte is correctly placed and no errors appear, but none of the content is accessible in-game?

No errors. Placed between MDC and METROID. Doesn't load though. Not in game,

Try typing gibberish into its Index.ini, above the DataModule line.

EDIT: It didn't crash or anything. It just loaded without this. (AND IT IS IN PROPERLY)

Yeah, it's probably that problem. Be sure to apply that to all subfolders as well, or it will further not work.

About the AI problem, what would happen if you disable controller firing if an enemy is not in range?
Maybe the AI will move if it's prevented from shooting.
