The Heavy Trooper's jetpack is not like normal jetpacks. Try holding it down for its entire duration.

I am aware that it is a hold-based booster... the issue is that if you use it, the heavy has a tendancy to get sucked into the ground if he is carrying a heavy gun. Just saying that the heavy just isn't really usable for a heavy role anymore.
