This is a stylized game, obviously it's not going to be entirely proportioned. Look at their heads, their heads are larger than their torsos. Also, due to the size of the sprites, it is impossible to make good circles without using a 4 x 4 space. You need to enhance certain things to sprite them well.

This is a world where your head is 2/3 the size of your torso and made of less than 50 pixels. So firstly, don't use realism to examine their breast sizes. Secondly, with such constrains, 'normal' sized breasts would look like none. And by then people will complain why the nurses are men in nurse uniforms (and that's even worse).

So I think you are complaining about people drooling over breast made of a few pixels, and you have a point. But do not blame the modders for it, it's not THEIR fault that people think that way.

Do better then, give us photo realistic, proportionate breasts in less than 15 pixels. And in CC palette.
