Hire a new tech admin and unsticky the two year old topics in this forum.

There's not much we can do about the word filter. For example, I can give it a wildcard around "♥♥♥♥," but then we're blocking words like "mishit" and "shiitake." I added wildcards around "♥♥♥♥," though. Most of the current blocks date back to weasel, and I haven't bothered to change them because frankly nobody has shown any concern about it, nor do I expect anybody will.
There were a couple of topics that could have used removal, so I've taken care of that. Thanks for pointing it out.
As far as a technical admin goes, yeah, we could probably use one. The only people with full access to the server at the moment are Data and scancode (maybe not even scancode) as far as I know, so I'm with you on that. Presumably, once the game is moving toward release, that will be looked into.
