Either way, there is really pretty much no way to largely decrease loading time. The time it is taking is the INI parser getting values from the data. Translated to English, the program has to read what is in the files. There is no way to make it read files much faster without losing the flexibility we currently have, or without totally rewriting the way CC allocates memory.

Simply put: Taking too long to load? Delete some mods.
