the ai will burrow into the bunker if it thinks the route is shorter than the proper "pathing" route. however it doesn't cleverly decide which way to go. One of my old Ai grinders was a flying base with a long shaft reaching down to the surface. sometimes the ai tries to path through the shaft and fails because jetpacks aren't good enough. The ai only considers the distance as far as I can tell, not the overall difficulty of the path.

actually in the campaign AI difficulty only affects reaction time and accuracy, as far as I can tell the Campaign AI doesn't cheat at all.
