How to choose from how long range weapon is used by actor.

If you mean the zooming range, it's SharpLength in the gun code.

The AI will use SharpLength to aim. If you watch the AI play, they will always switch to their highest sharp length weapon, even if it is the weakest.
This gets annoying at points.

It's not just SharpLength. The AI actually gets the properties of the bullet from the gun's magazine in order to best determine the angle it should use to account for bullet drop. If it determines that the projectile can't reach the target at all, then it won't bother firing.
I believe it also partially depends on the overall screen width (judging from the AI files).
