This thread should almost go into requests, since I'd love to see the items I'm about to ask about, but since it is also a question of whether or not they're feasible, this forum will do just fine.

I was wondering if it would be possible to make a Field Ration (FOOD) item, that upon use would cause an actor to restore a certain amount of health over a set period of time... Say 25 health over 5 seconds, for example.

A similar question is would it be possible to make a nano-regenerator device that gives an actor health regen, permanently? I'd love to be able to give important Ronin and Coalition VIPs regeneration, in the middle of a tough battle.

Yes, and yes.

But you must keep in mind that the gibwoundlimit will haunt you.
And generally, it has basically been done before.

You could make the actor periodically replace itself with inventory duplicated to allow for gibwound limit subversion. Perhaps after a long period at 100 health?

Completely doable, but then you'd have to reselect the actor, every time it respawns, but I think there is a function for that. ( Used in Exodus Part One, and Prison Escape Episode Two )

It'd still break sharpaim, pie-menuing, stance and fully reload everything though, which would be somewhat of an annoyance, but not quite as bad as it could be.
