I think the projectile isn't sharp enough. Increase the sharpness or the mass and it should hurt robots/dummies.

What works for me in cases like that is to set the bullet material's bounce to 10.
I know, it's not supposed to go over 1, but it is very effective at bouncing off of stuff it doesn't penetrate (it even multiplies it's current kinetic energy by a factor of 10!!!)
