Why, for example, do dreadnoughts notice enemies before they're even close to being onscreen, while dummies have to be shot in the face from two meters to notice that they're being attacked? I know about sharplength and perceptiveness values, but neither of these seems to work very well in determining the AI range of perception.

perceptiveness and aimdistance, or whatever the latter is called, you can find it near perceptiveness.
