Sounds like quite a diverse faction with tons of stuff. Although the question is: which items will you end up using the most? I'd suggest fusing and dropping out some items, weapons and systems for less ambiguity. (how do you spell that word?)

There's going to be three (maybe four) actor types (light, medium, heavy) and multiple pre-equipped classes (medic, soldier, grenadier, etc)
Certain troops will automatically have certain weapons (regardless of class); such as the teleporter rifles and teleportation based jetpacks.
I could see it being cluttered, yeah, so I'll take measures to avoid it. One thing is a lot of weapons ARE going to be dual function; the nanobot sprayer an engineer uses to dig out tunnels is the same one a medic uses to heal injured troops.
A lot of this hinges on being able to select multiple fire modes; with that, I can also make selectable ammunition types.
Overall there's only really going to be, say, ten specific weapon platforms. Just a number of modifications/ammo type changes made to them.
Indeed, really, the only thing with clutter is probably going to be the Actor menu. Maybe I'll find a way to simplify ordering.
Oh and I'm keeping the juicy stuff to myself for now. This faction's got some weeeeeeeeird ♥♥♥♥.
