You're going about this the wrong way. Here is how to do CTF in CC:
Your opponent's brain is in your bunker. And hey, you can't kill it with your weapons. It's made of solidified awesome or something. Your enemy's flag is in fact a weapon. It fires an actor on YOUR team with a weapon that can destroy the brain. It shoots the brain and kills it. You can't use your own flag, as not only will the actor not attack the enemy brain, as it is allied with it, but it will attack you.
So, you have to go to your enemy's base, pick up an object and bring it back to your own base. Sounds familiar?

You gotta Put restraints when it comes to CTF. List of ways to CC Cheat in CTF.
-Order a rocket with an actor and order it over the enemy base. Then return to your base. -Pick the flag up, Throw it on a rocket, then drive to rocket to your base, then open the rocket's door, and pick the flag up and score.
-If Bipflip's method is used, then order "MEGAUBERHAZOR" weapon, then fire at brain -When data Fixes MO-MO colisions, you can ride dropships, and you'll be safe until the dropship crashes, unless you can drive dropships excelent.
Flaws of CC CTF -Corpses will cover base entrances -If flag is a weapon, then After about 25 weapons appear (Theres a Limit on How many weapons can be pickupable in game) The flag cannot be picked up

The idea of carrying it by rocket, could, I think, be part of the game. You'd have to order a rocket, protect it, and throw the weapon into the rocket (harder than you think).
As for buying it... ever heard of Buyable = 0?
About the weapon limit..perhaps a your baseplate could spawn your flag when shot? Or a friendly actor could spawn the flag from an HDFirearm when the enemy is close enough to get it.
As for the corpse blocking... DIGGERS. USE DIGGERS.
Do I have to spoon-feed you answers?

Yeah, Blip-Flip is all right here. You clearly didn't think about what you just said, none of those are cheating, and even if you ride on a dropship, who doesn't have a weapon to shoot it down?

Similarly, you could make a counterstrike game mode, where the terrorists have an indestructable brain and one HDFirearm which when shot, destroys itself and drops a bomb. The bomb would be the only thing capable of destroying the defendant's brain. The bomb would explode after 30 seconds, and until then the terrorists would have to defend it and prevent it from being destroyed IE shot.

You'd just have to make the bomb really powerful. Of course, you have to trust people not to use overpowered things like the Ypsilon on it.

If you shoot it before it detonates, it doesn't explode but releases radiation.

Mentioning an example by coding technique is much more useful than mentioning a mod.
Mentioning a mod means that for the person to "learn" the technique, they have to find it, download it, extract it, open it, find the appropriate .ini, find the appropriate place IN the .ini, and then see how the code works.
Which is why no one ever does that, and instead just tells others how to do things.
