1. Go into the folder called Base.rte in your Cortex Command folder, then copy the file called Palette.bmp.
2. Draw your sprite in the copy, using the eyedropper tool to use those colours.
3. Save your sprite
4. Rename
5. Replace the old Heavy pistol sprite with the new one.
6. Test
7. Fix
8. Enjoy.

Gimp is actually quite good.
