Is the angle of an attachment changable?
I am trying to attach bits to a main object, and they attached bits stick out at the exact angle that they are in the source sprite. Is it possible to change the angle that they stick out from the main object they are attached too without editing the sprite? Or am I just going to have to edit the sprite?
Best case I am looking to have the attachments dangle, but I think I read elsewhere that attachments are joined to the parent like a weld rather than a hinge.

Yes, joints are more welds than hinges. In fact, that's exactly what they are. As far as I know, the only way to rotate attachables before gametime is to change the sprite. If it were possible, rotation would be accomplished by a matrix, like emitters.

Rotation = Matrix AngleDegrees = XXX
No guarantee it'll work.

I've tried attaching stuff with Rotation = Matrix like Grif said, but it'll snap off by its own. So yeah, you have to change the sprite for now.
