Ah, right.

Could you have Lua trigger an applescript which would change the ini's content, or is that all set in stone once the game starts up?

All .ini content is held in RAM; that's why CC is such a ram ladylike.

You could change it in Lua but as piipu said it'd take effect after you start the game.

And as far as I know you can't do it. If you do whatever.Buyable = 0 it sets the Buyable value of only that instance of that item. So you could still buy those items. This post is not very clear.
