Do you mean: What programs do you use to make mods? If so: Notepad + UltraEdit Adobe Photoshop
More than a text editor and paint program you won't need.

PS has many useless stuff that make it overcomplicated, use MSPaint for sprites and notepad for .ini editing.

Notepad for coding. Paint.net for effects. GraphicsGale for sprites.

Paint/Photoshop for sprites. Audacity for sounds. Notepad++ for the actual modding.
I only use PS when I'm dulling down FG sprites for BG sprites, or adding noise to something, and stuff like that. You can find those features on other programs, freeware programs even, but I like to stick with PS since I'm more accustom to it.

I use Paint (just normal Paint on your computer) and notepad (just normal notepad on your computer). It's easy as, check out the tutorials in this forum!

I use Photoshop for designing sprites, Graphicsgale for animating them.
I do most of my .ini editing in notepad unless I need to find and replace in more than one file at once, notepad++ is good for that.
